Meta's conversation charges are billed per 24-hour conversation window and vary by category. Marketing messages cost the most. Utility and authentication messages cost less. Service conversations — where the customer messaged you first — are usually free within the 24-hour window. Rates differ by the recipient's country, so messaging UAE numbers is priced differently from messaging India or the UK.

You will need a valid UAE trade licence, a Meta Business Manager account, a phone number not currently active on WhatsApp, and a website and business email matching the licensed entity. The business name you apply under has to match your licence exactly — mismatches are the single most common rejection reason we see.
